Project Overview
AFRITAC East is the longest established IMF Regional Technical Assistance Center and provides capacity development (CD) support in banking and capital markets regulation and supervision, monetary policy operations, PFM, revenue administration and statistics.
Evaluation involved assessing effectiveness, impact and sustainability of a range of CD projects and capacity building interventions. Important feature was design and implementation of pilot impact studies in banking supervision, PFM and statistics covering 20 years of AFE operations.
Work Undertaken
Design and implementation of five case studies and 11 desktop reviews of country interventions and individual projects, involving document reviews, interviews (108 individuals) and surveys (see below).
Multi-lingual surveys covering CD beneficiaries, other development partners, IMF staff, and Steering Committee members (295 participants).
Design and implementation of impact studies, including developing sector theories of change, designing causal chains from activities, outputs, outcomes, and institutional and macroeconomic impacts, documentary research, and interviews.
Extensive recommendations on strengthening logframes, program strategy and operations.
