Evaluations
Consulting Base has undertaken over 30 OECD-DAC compliant external or independent program or project evaluations. In the financial sector, the firm and its principals have undertaken or managed evaluations involving capital markets, collective investment schemes (CIS), banking, non-bank financial institutions, insurance and pensions, payments, microfinance, digital financial services/fintech, as well as cross-cutting themes such as AML/CFT, financial consumer protection and literacy, and inclusion. Beyond the financial sector, our evaluations have covered projects and programmes incorporating central banking and monetary policy, public financial management, revenue administration (both tax and customs), tax policy, statistics (real sector, government finance, external, environmental and climate change), and debt management. We have undertaken many multi-topic, regional and thematic evaluations.
A number of Consulting Base evaluations have focused on impact. For example, the firm in partnership with another organisation, conducted an impact study for FSD Africa on its capacity building support to the Capital markets Authority in Kenya. It conducted pilot impact assessments for IMF AFRITAC East, covering its technical assistance over the last 20 years in three sectors: banking regulation and supervision, fiscal risk and real sector statistics. Consulting Base has also conducted impact studies on market conduct and insurance sector CD as part of SECO’s program supporting the Peruvian Superintendency for Banks, Insurance and Pension Fund Administrators.
